Site Induction Checklist for Electrical Contractors (UK)
A site induction for electrical contractors is not the same as the generic construction induction. Existing electrical infrastructure, switchgear locations, isolation arrangements and asbestos in older properties all change what an electrician needs to know before plugging in a single tool. This guide gives you the full induction checklist plus the legal framework (CDM 2015, EAWR 1989, CAR 2012) that supports it.

Why Electrical Contractors Need a Tailored Induction
A generic construction site induction tells you where the fire muster point is, who the first-aider is and which PPE is required. That is the legal minimum. It does not, however, tell an electrician where the incoming supply enters the building, whether the existing distribution boards have been tested for the current installation, which circuits remain live during phased handover, or whether asbestos-containing materials sit in the ceiling void above the cable run you are about to install.
Those gaps matter because the electrical contractor is, in the eyes of the Electricity at Work Regulations 1989, the duty-holder for the electrical work they carry out. Regulation 4(3) requires every work activity on or near an electrical system to be carried out in such a manner as not to give rise to danger. You cannot satisfy that duty if you have not been told where the danger sits.
Existing electrical infrastructure is the silent hazard
Most electrical incidents on refurbishment projects do not involve the new work — they involve unidentified existing circuits. A circuit thought to be dead is back-fed from a sub-board, a TN-C-S earthing arrangement is misidentified as TN-S, a sub-main is live but unlabelled. The induction is your first and best chance to surface these before you reach for the test leads.

CDM 2015 vs Sole-Contractor Induction
The legal requirement to provide a site induction depends on the project structure under the Construction (Design and Management) Regulations 2015.
CDM 2015 Regulation 11 requires the principal contractor on a project involving more than one contractor to plan, manage, monitor and coordinate the construction phase — including site induction for all workers under their control.
CDM 2015 Regulation 12 expands this — the principal contractor must ensure that suitable site induction is provided to every worker before they start work on the site, and that further information, instruction and training is provided as needed.
Where you are the only contractor on site (a sole-contractor project), CDM 2015 still applies but Regulations 11 and 12 do not — the contractor takes on the planning and coordination duties directly. Site induction is then a good-practice control measure, not a hard regulatory duty.
For domestic clients, the contractor (or principal contractor if multiple) inherits the client duties under CDM 2015 Regulation 7. Site induction remains a sensible control even on a household rewire.
ACOP L153 sets the standard
HSE Approved Code of Practice L153 "Managing health and safety in construction" gives practical guidance on CDM 2015. Following ACOP L153 is not legally required, but a court will treat compliance with the ACOP as strong evidence that duties have been met. Deviation from it requires justification.

The Full Electrical Site Induction Checklist
The induction checklist below combines HSE INDG163 "A brief guide to health and safety induction" with the electrical-specific items required by EAWR 1989 and BS 7671:2018+A4:2026 working practices. Use it as the agenda for any induction you receive or deliver.
Site rules and house-keeping — working hours, permit zones, no-go areas, smoking and vaping policy, mobile phone restrictions in live electrical areas.
Emergency procedures — fire alarm sound, evacuation route, muster point, who calls the emergency services, electrical-incident specific procedure (do not approach a casualty in contact with live conductors until supply is isolated).
Location of incoming electrical supply, main isolator and sub-main isolators — physical walk to each one, key holder identified, lock-off arrangements documented.
Fuse panels, distribution boards and switchgear locations — board schedule reviewed, dead circuits identified, live circuits flagged, labelling discrepancies noted.
Fire alarm system status — is the system in service? Are there isolated zones? Who is the responsible person for putting zones back in service after the day's work?
Emergency lighting — battery test schedule, whether the system is fed from a circuit you might isolate, hand-back procedure.
Fire-fighting equipment — extinguisher locations and types (CO2 for electrical fires), fire blanket locations.
Accident and incident reporting — site accident book, RIDDOR-reportable threshold understood (specified injuries, over-7-day absence, dangerous occurrences including electrical short-circuit or arc flash).
Asbestos register access — where is the survey held, who can show it to you, which areas have been flagged as containing or presumed-containing asbestos.
First aid arrangements — named first-aider, location of first aid kit, location of defibrillator (AED) if provided, electrical-shock specific guidance available.
Welfare facilities — toilets, drinking water, changing facilities, hot food / drink-making area, drying room for wet PPE.
Site contacts — site agent, principal contractor representative, client representative, on-site CDM coordinator (if appointed).
PPE expected on site — hi-vis, hard hat, safety boots, eye protection, gloves rated for the task, electrical arc-rated PPE where required.
Permit-to-work systems in use — hot works, confined space, working at height, and most critically the electrical safe isolation permit. See our permit-to-work guide.
Induction record signed and dated by inductee and inductor, copy retained on site and copy issued to the worker.

Electrical-Specific Induction Items in Detail
These are the items a generic construction induction will not cover but every electrical contractor needs before tools come out of the van.
Earthing arrangement of the existing installation — TN-S, TN-C-S (PNB), TT or unconfirmed. Critical for fault-loop impedance expectations and supplementary bonding decisions.
Confirmed safe isolation procedure for this site — who issues the permit, who witnesses lock-off, what voltage indicator (GS38) is in use, what proving unit confirms the indicator.
Phase identification and rotation on three-phase installations — particularly relevant where motors, rotating machinery or three-phase distribution is in use.
Existing prospective fault current (Ipf) values — recorded on the most recent EICR or commissioning record. Confirms whether the contractor's test gear is adequate.
Temporary site supply arrangements — 110V CTE for tools where reasonably practicable, BS 4363 site distribution units, RCD protection on temporary 230V supplies.
Embedded services — concealed cable runs, busbar trunking routes, services in floor voids identified before chasing, drilling or fixing.
Hand-over status of new circuits — which circuits have been energised, which are awaiting commissioning, which are isolated and locked off pending inspection.
Safe isolation is non-negotiable
Regardless of what the induction tells you, you must prove dead before working on any circuit you believe to be isolated. Use a GS38-compliant voltage indicator, prove it on a known live source before and after the test, and lock off at source. See our safe isolation method statement guide.

Asbestos was banned in the UK in 1999. Any building constructed or refurbished before 2000 is treated as potentially containing asbestos unless an asbestos survey proves otherwise. Electricians are disproportionately exposed because their work disturbs the materials most likely to contain asbestos: ceiling tiles, cement panels in switchgear cupboards, insulation boards around old fuse boards, textured coatings on ceilings and walls, and pipe lagging in plant rooms.
Control of Asbestos Regulations 2012 Regulation 4 — the duty to manage asbestos in non-domestic premises. The dutyholder must maintain a register and make it available to anyone whose work may disturb asbestos.
Control of Asbestos Regulations 2012 Regulation 10 — every employer must ensure adequate information, instruction and training is given to employees who are or may be exposed to asbestos. For electricians this means Asbestos Awareness training (Category A) refreshed annually as good practice.
During induction, ask to see the asbestos register or refurbishment / demolition survey before agreeing to any chasing, drilling, lifting of ceiling tiles or removal of pattresses.
If the survey is not available or the area has not been surveyed, treat the area as containing asbestos until proven otherwise. Stop and escalate before disturbing any suspect material.
Damaged asbestos-containing material discovered during the work: stop, isolate the area, report to the principal contractor or site agent, do not attempt to clean up.

Format — Standalone Document or RAMS Appendix
There is no prescribed format for a site induction record. The practical options are:
Standalone induction checklist — a one or two-page document the inductee signs at the end. Best for one-off projects or when the principal contractor has its own induction format you supplement.
Appendix to your Risk Assessment and Method Statement (RAMS) — the induction sits as Appendix A of your RAMS pack. The inductee signs the RAMS cover sheet which references the induction. Best for repeat contractors, as the same RAMS template covers many sites with site-specific induction appended.
Toolbox talk style — used where the induction is delivered verbally to a group at the start of a phase. A toolbox talk record sheet with attendance signatures is the evidence.
Digital induction — a tablet-based form (such as Elec-Mate's RAMS Generator) that captures inductee name, photo, signature and date in one record. Auditable, searchable and instantly available to the inductor and the site.
Records: keep them for at least 3 years
Although there is no specific retention period in CDM 2015 or EAWR 1989 for induction records, the Health and Safety at Work etc Act 1974 enforcement window and the typical limitation period for personal injury claims (3 years from date of knowledge) means induction records should be retained for at least 3 years, ideally for the life of the project plus 6 years.

Common Mistakes to Avoid
Skipping induction because the site "looks like" a previous one — every site is different. The supply arrangement, asbestos status and emergency procedures must be checked fresh.
Treating induction as one-way — the inductor should also be capturing your competence, qualifications (18th Edition, 2391, ECS card) and any site-specific limitations.
Accepting a verbal induction without a signed record — no record, no evidence, no defence if something goes wrong.
Not flagging missing information — if the asbestos register, isolation procedure or earthing arrangement is unknown, that is the moment to flag it, not after you have started work.
Re-using induction records across separate visits months apart — site conditions change. A re-induction (sometimes called a "site re-orientation") is appropriate after any extended break or significant phase change.
Letting the apprentice skip induction "because the supervisor was inducted" — every individual who carries out work on site needs their own induction record, particularly under CDM 2015 Regulation 12.
How to deliver (or receive) a compliant electrical induction
A repeatable six-step pattern for any electrical contractor arriving on site, whether you are inducting in or being inducted.

Receive the site pack before arrival
Ask for the construction phase plan, asbestos register, existing EICR or commissioning records, single-line diagram and emergency procedures. Review before turning up so the induction is a confirmation, not a discovery.

Walk the site with the inductor
Physical walk-through to the incoming supply, every distribution board you will work on, the fire alarm panel, fire-fighting equipment locations and the muster point. Confirm earthing arrangement and isolation points on the walk.

Review the asbestos register on the spot
Under CAR 2012 Regulation 4 the dutyholder must make the register available. Sight it during induction, photograph or note the location of any flagged materials, and confirm what is in your work areas.

Cross-reference the induction against your RAMS
Open your RAMS pack and confirm every hazard the induction surfaced is addressed in your method statement and risk assessment. If new hazards have emerged, update the RAMS before starting work.

Sign and retain the induction record
Sign the induction record, ensure the inductor signs, keep a copy (digital or paper). Retain for at least 3 years — ideally for the life of the project plus 6 years.

Re-induct on significant change
If the project moves phase, the principal contractor changes, the supply arrangement changes or you return after an extended absence, request a re-induction. Document it the same way.
