What Is an Electrical Installation Condition Report?

An Electrical Installation Condition Report (EICR) is a formal assessment of the safety and condition of the fixed electrical installation in an existing building. Carried out by a qualified electrician using a combination of visual inspection and electrical testing, an EICR results in a written report that classifies the installation as either Satisfactory or Unsatisfactory and identifies any defects using a standardised observation coding system.

  • Scope — the fixed electrical installation: consumer unit, wiring, socket outlets, switches, light fittings, earthing and main bonding conductors. Does not include portable appliances (covered by PAT testing).
  • Testing — the inspector uses calibrated instruments to carry out tests including earth continuity, insulation resistance, polarity, earth fault loop impedance, and RCD operating time. Results are recorded in the Schedule of Test Results.
  • Standards — carried out in accordance with BS 7671:2018+A4:2026 (the IET Wiring Regulations, 18th Edition). The inspection scope, testing methodology, report format, and observation codes are all defined within BS 7671.

All findings from an EICR inspection are recorded using the standard four-code classification system defined in BS 7671 and its associated guidance notes.

  • C1 — Danger present — immediate risk of injury. Requires immediate remedial action, possibly including disconnection. Always makes the EICR Unsatisfactory.
  • C2 — Potentially dangerous — urgent remedial action required. The installation is potentially dangerous but not an immediate risk. Always makes the EICR Unsatisfactory. Common in Luton: absence of RCD protection, degraded wiring, inadequate bonding.
  • C3 — Improvement recommended — does not fully meet current standards but is not a safety issue. Does not make the EICR Unsatisfactory on its own.
