The short answer

Does BS 7671 cover Power over Ethernet?

Yes. Section 716, added by Amendment 4:2026, applies to ELV DC power distributed over balanced data cables and accessories to BS EN 50173-1, including Power over Ethernet. The circuits must be SELV or PELV, the current in any conductor must not exceed 750 mA, and the cable must be Category 5 or above as listed in Regulation 716.521.101.

Key takeaways

  1. 01Section 716 is new in BS 7671:2018+A4:2026. It covers ELV DC power over data cabling, including Power over Ethernet, and the use of existing data cabling for power. It does not apply to private branch exchange (PBX) cabling.
  2. 02The protective measure must be SELV or PELV (Regulation 716.410.3.3).
  3. 03The source must be power sourcing equipment to BS EN IEC 62368-1 and BS EN 60950-22, or another SELV/PELV source limited to 60 V ripple-free DC in dry locations and 15 V in other locations (Regulation 716.414.1.1).
  4. 04A source of the second kind must not feed data cabling that passes through or serves bathrooms, swimming pools, saunas, restrictive conductive locations or medical locations (Regulation 716.414.3.201).
  5. 05The load current in any conductor must not exceed 750 mA (Regulation 716.523.2.101), and connectors must support 750 mA per contact (Regulation 716.526.101).
  6. 06Cables must be Category 5, 6, 6A, 7, 7A, 8.1 or 8.2, or another cable defined in BS EN 50173-1 (Regulation 716.521.101).

What Section 716 covers

Regulation 716.1 applies the section to the distribution of ELV DC power using balanced information technology cables and accessories designed mainly for data, as specified in BS EN 50173-1, with power feeding equipment to BS EN IEC 62368-3. It covers the design, erection and verification of data infrastructure that carries both data and power, and the use of existing data cabling to carry power.

The power delivery systems include, but are not limited to, Power over Ethernet as specified in ISO/IEC/IEEE 8802-3. Section 716 does not apply to cables and accessories for private branch exchange (PBX) telephone systems.

Where it came from

Section 716 is based on HD 60364-7-716:2023 and first appeared in BS 7671 with Amendment 4:2026. Before A4, PoE was often discussed under Section 715 (extra-low voltage lighting); it now has its own section.

Protection: SELV or PELV, and the source

Regulation 716.410.3.3 requires the protective measure extra-low voltage provided by SELV or PELV. Regulation 716.414.1.1 then allows one of two kinds of source:

  1. Power sourcing equipment (PSE), such as a PoE switch or injector, conforming to BS EN IEC 62368-1 and BS EN 60950-22, and meeting the interoperability requirements of ISO/IEC/IEEE 8802-3.
  2. A source described in Regulation 414.3, at no more than 60 V ripple-free DC in dry locations and no more than 15 V ripple-free DC in all other locations.

The notes to Regulation 716.414.1.1 add that where PELV is used, measures may be needed to limit the sharing of LV fault currents (BS EN 50310 and BS IEC 61000-5-2), and that exposed-conductive-parts of DC power equipment such as PoE switches can be connected to the main earthing terminal by a protective conductor. The screen of the data cable provides functional earthing only; it is not suitable for limiting the sharing of LV fault currents.

Bathrooms and other special locations

Regulation 716.414.3.201 says a source of the second kind (a Regulation 414.3 source rather than PoE equipment to the product standards) shall not be used to power data cabling that passes through, or serves, the special locations of Sections 701 (bath and shower rooms), 702 (swimming pools and fountains), 703 (saunas), 706 (conducting locations with restricted movement) and 710 (medical locations).

Check the route, not just the device

The restriction applies to cabling that passes through one of these locations as well as cabling that serves equipment in it, so plan PoE routes around bathrooms and plant rooms with that in mind.

Cables, current and connectors

  • Cable type (Regulation 716.521.101): Category 5, 6, 6A, 7, 7A, 8.1 or 8.2, or other cables defined in BS EN 50173-1 by reference to the BS EN 50288 series.
  • Design current (Regulation 716.523.1.101): must not exceed the limit in BS EN 50173-1. The notes warn that temperature rise from load current increases attenuation and can degrade data performance, and point to PD CLC/TR 50174-99-1, BS ISO/IEC 14763-2 and ISO/IEC TS 29125 for cable bundles.
  • Maximum load current (Regulation 716.523.2.101): no more than 750 mA in any conductor.
  • Connecting hardware (Regulation 716.526.101): to BS ISO/IEC 11801-1 and able to carry 750 mA per contact continuously. Where equipment may be unplugged under load, connectors must pass the endurance test of BS EN 60512-9-3 at that load, and the expected number of disconnections must not exceed the tested figure.

Overcurrent protection

Regulation 716.433.1.101 recognises current limitation to BS EN IEC 62368-3:2020 clause 5.3.1 as a suitable means of protection against overcurrent. In practice that is the current limiting built into compliant power sourcing equipment.

The low voltage circuit that supplies the PoE switch or injector is an ordinary LV circuit, designed, protected, tested and certified under the rest of BS 7671.
