What is the JIB Gold Card and how do you get one?

The JIB Gold Card is the benchmark Electrotechnical Certification Scheme (ECS) card for fully qualified UK electricians, graded "Electrician" by the Joint Industry Board. To get one you need a Level 3 NVQ/SVQ in Electrotechnical Technology, a pass in the AM2 (or AM2S) practical assessment, and a current BS 7671 wiring regulations qualification. Apply through the ECS portal; the card lasts five years.

It is not a legal requirement, but most commercial, industrial and public-sector sites will not let you work without a valid ECS card of the right grade.

Established in 1968, the JIB is jointly governed by the ECA (representing employers) and Unite the Union (representing workers).

The JIB Gold Card: Qualified Operative

The JIB Gold Card (ECS Qualified Operative card) is the benchmark qualification card for fully qualified electricians in England, Wales, and Northern Ireland. It is the card that most employers mean when they say they require a "JIB card" or an "ECS card" for electrical operatives.

  • What it demonstrates — the Gold Card confirms that you hold a Level 3 NVQ/SVQ in Electrotechnical Technology (or equivalent), have passed the AM2 practical assessment, and hold a current BS 7671 wiring regulations qualification. It is the electrotechnical industry's equivalent of a professional licence.
  • JIB pay grade — the Gold Card corresponds to the Electrician pay grade under JIB National Working Rules. Electricians with a Gold Card working for JIB-registered employers are entitled to the JIB Electrician rate, which is reviewed annually and published on the JIB website.
  • Five-year validity — the Gold Card is valid for five years. Renewal requires a current BS 7671 qualification and, for some grades, a current first aid certificate. Apply for renewal through the ECS portal (ecscard.org.uk) before the expiry date.

How to Get the JIB Gold Card

There are two main routes to the JIB Gold Card — the apprenticeship route and the experienced-worker route. Both require the same core qualifications but differ in how you demonstrate them.

Route 1 — Apprenticeship

  • Who it suits: new entrants and current apprentices
  • Programme: Electrotechnical apprenticeship, typically around 4 years
  • Achieve: Level 3 NVQ/SVQ in Electrotechnical Technology
  • Assessment: AM2 end-point assessment
  • Card: hold ECS Apprentice card, upgrade to Gold on completion

Route 2 — Experienced Worker

  • Who it suits: working electricians without a formal apprenticeship
  • Programme: Experienced Worker Assessment / on-site NVQ route
  • Achieve: Level 3 NVQ via a Portfolio of Evidence
  • Assessment: AM2S (experienced-worker practical, equivalent to AM2)
  • Card: apply for Gold once all evidence is in place

Required qualifications — the Gold Card checklist

Or an equivalent recognised qualification. The Level 3 diploma route (e.g. City & Guilds 2365 Level 3) supports this but the NVQ itself is the competence qualification.

All JIB Card Types: From Apprentice to Technician

The JIB grading system includes several card types that reflect different stages of qualification and experience. Each card type corresponds to a different ECS card grade and a different JIB pay scale. The table below summarises the ladder from trainee to management.

Enrolled on an electrical training programme; not yet a formal apprentice. Limited site access.
ECS Apprentice
JIB grade: Apprentice
Registered electrical apprentice. Pay graded by year of apprenticeship; upgrades to Gold on completing the Level 3 NVQ and AM2.
ECS Provisional / Labourer
JIB grade: Improver
Holds Level 2 qualifications and is working towards Level 3. Intermediate grade between apprentice and fully qualified.
ECS Gold Card
JIB grade: Electrician
Level 3 NVQ/SVQ, AM2 (or AM2S) pass, and a current BS 7671 qualification. The benchmark qualified-operative card.
ECS Gold Card
JIB grade: Approved Electrician / Technician
Qualified electrician with extra responsibility or specialism — for example inspection and testing (City & Guilds 2391) or design qualifications.
ECS Manager / Professional
JIB grade: Manager / Professional

The "JIB Gold Card" most people mean is the Electrician grade. Both the Electrician and Approved Electrician / Technician grades carry a gold ECS card — the difference is the additional qualifications behind it.

JIB and the ECS Card Scheme

The ECS (Electrotechnical Certification Scheme) is the card scheme that administers JIB cards for the electrotechnical industry. Understanding the relationship between JIB and ECS avoids common confusion.

  • ECS as the card scheme — ECS is the scheme that issues physical cards and manages the database. All JIB cards are ECS cards. The ECS is governed by a board including the JIB, ECA, Unite, and other industry stakeholders. Applications, renewals, and verification are all handled through the ECS portal (ecscard.org.uk).
  • JIB as the qualification standard setter — the JIB determines what qualifications and experience are required for each card grade. The ECS administers the scheme; the JIB sets the standards.

Why Employers Require the JIB Gold Card

The JIB Gold Card is a near-universal requirement for electricians working on commercial, industrial, and public sector projects in England and Wales. There are several practical reasons why employers and principal contractors insist on it.

  • Proof of competency — the Gold Card provides instant, verifiable evidence that the operative holds the required qualifications. Site managers can verify a card's validity and grade instantly through the ECS portal or the CSCS Smart Check app.
  • Health and safety compliance — on CDM-regulated sites, principal contractors must ensure that all workers are competent for their role. Requiring JIB Gold Cards is the simplest way to demonstrate electrotechnical competency to HSE inspectors and clients.
  • Insurance requirements — some commercial site insurance policies require that all electrical operatives hold valid ECS cards. Operatives without cards can invalidate site insurance in the event of an incident.
  • Tendering requirements — public sector and commercial procurement frameworks often specify that all electrical operatives must hold valid JIB/ECS cards. Without them, electrical contractors may be disqualified from tendering.

Which one does a site accept?

Most sites that accept CSCS cards will also accept a JIB/ECS card for electrical operatives — but sites that specifically mandate ECS will not accept a standard CSCS skilled-worker card in its place. The JIB Gold Card effectively offers a superset of the access a CSCS card provides for electrical work, so it is the safer credential to hold. Always check the individual site's stated requirement before turning up.

Renewal — what to know

  • Five-year cycle. The Gold Card is valid for five years and must be renewed through the ECS portal before it expires.
