Sample questions
01To fix back boxes on a refurbishment, an electrician switches from mixing bagged cement powder to a pre-mixed product. Under regulation 7, what is that?
- APrevention by substitution under reg 7(2)
- BA hygiene measure listed in regulation 7(4)
- CControl at source under regulation 7(3)(b)
- DPersonal protective equipment under 7(3)(c)
Why: Regulation 7(2) says that, in preventing exposure, substitution shall by preference be undertaken, and HSE gives pre-mixed products as a way to avoid cement powder. Changing the product removes the exposure rather than catching it, so it is not control at source. It is not a reg 7(4) hygiene measure, and nothing is being worn.
02On a rewire, prevention is not reasonably practicable for the chases that remain. A colleague says that means any control will do. What does regulation 7(3) actually require?
- AAny control, provided the exposure limit is not passed
- BRPE first, with extraction added if dust is still seen
- CWhichever control the client is willing to pay for
- DControl measures applied in order of priority, PPE last
Why: Regulation 7(3) lists the protection measures in order of priority: work processes, equipment and engineering controls; then control at source; then PPE only where adequate control cannot be achieved by other means, and in addition to the others. Staying under a WEL is only one part of adequate control and does not let you pick any measure. What the client will pay plays no part in the order.
03Which of these does the ACOP describe as a way of achieving prevention, rather than control?
- ARotating workers so each spends less time
- BFitting on-tool extraction to the chaser
- CIssuing FFP3 masks to everyone in the room
- DChanging the method so the task goes away
Why: The ACOP says prevention can be achieved by changing the method of work so the operation that causes exposure is no longer needed, by changing a process, or by using a non-hazardous substance. On-tool extraction and rotating workers control exposure that still happens, and masks are PPE, the last of the control measures.
