Sample questions
01A client shows you a fire risk assessment downloaded for a different type of building, with their address typed on top. What makes an assessment “suitable and sufficient”?
- AIt uses the official template issued by the fire service
- BIt is signed and stamped by an accredited fire assessor
- CIt runs to a set minimum number of pages and headings
- DIt finds the real hazards and people for those premises
Why: Article 9(1) asks for a suitable and sufficient assessment, and the Order sets no format or length. What counts is that it does its job for those premises: the real hazards, the real people and precautions that fit. A copied template written for another building usually fails that test, and no template, page count or signature is required by the Order.
02The assessment exists to identify the general fire precautions the premises needs. Which of these is a general fire precaution under article 4?
- AInsurance cover for the whole of the building
- BA yearly inspection visit from the fire service
- CA signed register of every visitor who calls
- DMeans for detecting fire and giving warning
Why: Article 4 lists the general fire precautions, including means for detecting fire and giving warning, means of escape, means of fighting fire and arrangements for action in a fire. Insurance, visitor registers and fire service visits are not on that list, and the Order sets no inspection frequency.
03A terrace of occupied houses adjoins a site where a timber frame is going up. The site manager says the site fire risk assessment only covers people inside the hoarding. What does HSE guidance say?
- AWrong, but only once the frame is above the terrace roofline
- BCorrect, the neighbours are covered by their own insurance
- CWrong, people in adjacent buildings are especially at risk
- DCorrect, the fire service alone deals with people off site
Why: HSG168 lists occupants of adjacent buildings at risk from fire spread among the people especially at risk on a site. The Order also defines relevant persons to include anyone nearby who is at risk from a fire on the premises. Insurance and the fire service do not take them out of the assessment, and there is no height trigger.
